Just find all the "Entangled Pairs" and the entire solution will unfold.

What's an Entangled Pair?
Two empty cells that have a mutually exclusive property.

How to find them?
Easy. Just pick any number, say #7.
Then check each block: How many possible hiding places are there for my #7 in this block?
If there are exactly two possible hiding places, then you found an Entangled Pair! Swipe across those cells to claim it.
